1. Notice of Annual General Meeting2009

The Annual General Meeting of the Society will be held on Wednesday 9thDecember 2009 in Somerset House, London commencing at 11am.The Agenda will include: Chairman’s Address; Secretary’s & Treasurer’s Reports; Election of Officers; Appointment of Auditors; Award of Trophies and AOB.Motions for the agenda, nominations for Officer and Committee posts, also for awards, should be submitted to the Secretary in writing, including email, as soon as possible.The present Officer & Committee Members are: Chairman, Ted Wingrove; Secretary, Nick Pugh; Treasurer, Peter Caswell; Membership Secretary, Dave Record; Daphne Pugh, Neill Bond & John Evans. NB Motions for the agenda will be published on the RMS page of the FOCERRSA website and on the Waterguard website. The constitution allows for proxy voting. All such votes should bear the name (block capitals) address and signature of the member and be sent to the Secretary in sufficient time to be included at the AGM.

 

 

2. London CERSA Millenium Cup Presentation.

Derek (JED) Waugh being presented with the London CERSA Milllenium Cup for his work over a number of years in organising the annual N Ireland v Scotland golf competition. The presentation was made by Howard Hughes who won the Retired Members Society award for outstanding sporting success in 2007/8

3. MINUTES OF THE RETIRED MEMBERS SOCIETY (RMS) OF THE REVENUE & CUSTOMS SPORTS & LEISURE ASSOCIATION (RCSL) ANNUAL GENERAL MEETING HELD AT NEW COURT, CAREY STREET, LONDON ON 10 DECEMBER 2008

The meeting was attended by 11 members.

The minutes of the 2007 AGM were accepted. There were no matters arising

Chairman's Address.  Ted welcomed those who had made the effort to attend and expressed disappointment at the low numbers. He then presented his report a copy of which is attached.

CHAIRMAN’S REPORT 2008

I must start by apologising for the fact that we are not piggy backing on a sports event or regional meeting as suggested at the last AGM. The reason being that the RMS AGM might be dominated by members from that event and not be representative of the membership as a whole.Your Executive has been busy this year getting the full Membership List compiled, thanks to the efforts of Stuart Stredwyck and Dave Record. I updated that list with another 125 new subscribing members in October, as advised by Capita Hartshead, and sent them each a copy of the latest Newsletter. The Annual Newsletter was dispatched in August to all the known members with details of the AGM and highlights of some National events, plus details of the Regional Reps and Exec Officers. We added a return address, which enabled us to identify some who had moved and deceased members. We also asked for members e-mail addresses, but with only a minority response. It was nice to receive some very positive feedback from members who had missed out on the first Newsletter. I also did a Survey of Wales & Mid South Regional Members to find out what they thought of our services, to advise them on how to receive Pulse and The Bond, and about the websites for FOCERSA and WATERGUARD. I also asked for assistance to help at National Sports Day, but without much success. The overall response was very good, over 60%, but it was very drawn out, even with reply paid envelopes. I was intrigued that several members who had apparently lapsed still wanted to receive the Newsletter. Perhaps they might want to rejoin later.We are also looking to improve communication with our members. We are proposing to put out another Newsletter in early 2009 advertising the National events and hopefully Regional events to the membership. This all depends on getting the information from the Event Organisers and Regional Reps. We are also assisting in setting up an external website for RCSL. We hope that this will be up and running by Spring 2009, but the start date keeps being put back. We also intend doing more surveys of the membership to find out where we can do better and to identify the active members.We discovered that retired members are not allowed to stand for election to the National RCSL Executive. We have put forward a motion to change the rule at the RCSL ACM this afternoon. We feel that the rule is discriminatory and does not respect our diversity. There is a selection process for election to the Exec, which should be open to all full members. The Exec are proposing to oppose the change on the grounds that retired members are out of touch with HMRC and RCSL matters. We feel that they are out of touch with retired members and their issues. If we succeed the earliest we can put forward a candidate is next year. Any volunteers?I put forward a paper to the Finance sub-committee of RCSL explaining about the WPFG and why it is important to the RMS. They had already decided not to support participants, because only a few were eligible to compete. However, the RCSL Treasurer has now said that RMS can provide support from the grants already given, or from our own funds. The World Police & Fire Games are in Vancouver, Canada in 2009 and are open to serving and retired law enforcement and fire officers. This means that only Preventive and Investigation staff from the old Customs Service qualify. The Games are held every two years in different locations, usually former Olympic venues. Most of the serving staff in HMRC, who would be eligible, have moved to the UK Border Agency or Serious Organised Crime Agency (SOCA). Your Exec are considering ways of working with the Sports Organisations of other eligible bodies to see if we can improve the support for our members.

Secretary's Report.  Nick preceded his report (copy attached) by advising the meeting that whilst he had agreed to stand again this year that he would not be standing again next year.

Retired Members Society Secretary’s Report 2007/8

The main achievement of the Society was bringing together the four different membership lists, that have existed since the merger, into a single list. This list has now been subdivided into the Regions, although one or two queries exist as to the correct Region for some members living in rural locations. Thanks are due to Dave Record for his help with these tasks. The main purpose of this work was to improve communications so that retired members can be aware of what is going on both in their Region and nationally.

As a consequence of combining the lists we discovered that we have some 1200 members. In line with our communications policy a newsletter was sent to all these members in August. Thanks to Ted, Stuart, Gordon & Neill for their work in preparation, production and despatch. For a number of these members this was the first communication they had received from RCSL since they retired. It was pleasing that many of them asked for back copies of previous newsletters. Building on this we have started surveying our members to ascertain their interests and open channels for greater involvement, where desired. Work has now started, but is at a very early stage, with the RCSL EC, on an Internet website for those of us who are not able to access the RCSL Intranet site.Our two annual trophies awarded at our AGM were presented to Howard Hughes and Adrian Copley. The awards recognise achievements over a number of years. Howard has regularly been successful in the National Fly fishing competition and Adrian was one of the founders, and has been a mainstay of the Walking Section, which has given pleasure to many retired and working members. Other areas where retired members contributed to the success of RCSL activities included: Sports Day where Alan Hollingsworth & Ted Wingrove helped make the day a success; the Sailing Regatta where many boats were skippered by retired members; Golf where Paul Houghton again organised the over 50s National competition & Jed Waugh organised the annual Scotland/Northern Ireland match; and Swimming where retired members contributed significantly to the success of the RCSL team at the CSSC Gala. The star performance came from Doug Simpson who 6 gold medals including 4 event records. Walking continues to be a very popular activity with retired members taking part in national and regional walks organised by both RCSL and local CERRRSA’s. Thanks are due to all the organisers that make events such a success.

Treasurer's Report.  Peter presented audited accounts (copy attached) showing expenditure of £5883, for the year 01/09/07 to 31/08/08. The reason for the reduction in spend over previous years was the decision not to subsidise members attending the FoCERRSA  AGM and reunion. Although funds carried forward appeared low by comparison to previous years this reflected the change in policy resulting from the merger, where more funds are now held centrally. Funds would be allocated by the RCSL Finance Sub-committee if our members wish to organise or arrange any events. An approach is to be made to Paul Houghton and Jed Waugh, who currently organise golf competitions in Derbyshire and Scotland/Northern Ireland respectively, to see if these events could be done on a home and away basis.Some members were unclear as to when they should claim assistance for events from RMS and when from their Region. It was agreed that the Newsletter planned for early 2009 should give guidance on this issue.

Election of Officers & Committee.  The following were re-elected unopposed Secretary, Nick Pugh, Treasurer, Peter Caswell, Committee Members Daphne Pugh, Neill Bond & John Evans.

Stuart Stredwick had advised that he would not be standing for re-election as Membership Secretary. Dave Record was nominated by Ted Wingrove, seconded by John Evans and elected unopposed. Ted proposed a vote of thanks to Stuart who had been a committee member continuously since the formation of the Retired Members Branch of the C&E Sports Club in March 2001

Appointment of Auditors. Dick Kneill was re-appointed. The meeting gave a Vote of Thanks for his work over the past year.

Presentation of Trophies The Chairman’s Cup was awarded to Doug Simpson who remains active in angling, golf and swimming in which he won 6 gold medals (including 4 age group records) at the CSSC Gala in 2008. The London CERSA Cup was awarded to Jed Waugh for his work over many years in arranging the annual Northern Ireland versus Scotland Golf competition.

Motions received. The following motion had been received: ‘If the RCSL elects not to support a team for the World Police & Fire Games in Vancouver in 2009 due to the problems of eligibility with the merged Departments, then this meeting agrees that the Retired Members Section should be free to support those retired members attending the games, their being eligible due to having served in HM Customs & Excise rather than HM Revenue & Customs.

Dick Kneill advised that he wished to withdraw the motion and leave the matter to the RMS EC as they had already been in touch with the RCSL Treasurer, who had said that there was no objection to RMS spending RCSL funds in this manner. Bill Coghill asked if this matter had been put to the general membership. Nick Pugh advised that formal Notice of the AGM circulated via the Regional Reps, RCSL & FoCERRSA websites in September had included the motion and information on proxy voting. No proxy votes had been received. The proposal to withdraw the motion was put to the meeting and carried 10 in favour 1 against.

AOB  The date and venue for the 2009 AGM was discussed. It was recognised that the timing was not ideal as it clashed with Christmas lunches etc being organised in many locations. Whatever date was settled would need to allow sufficient time to comply with the constitutional requirements for seeking nominations, motions etc. The EC had already ruled out the option of piggy-backing on some other event to remove the risk of any one section having undue influence. It was decided that the Committee should look at the options and make a decision early in 2009.

It was agreed that the RMS should pay an honorarium of £100 to Dave Taylor for his work in producing The Bond which remained a main means of communication with RMS members.
